Digging into it, the only thing that I could see that might be an issue is that when I look at the serial number in the settings it doesn't show up correctly, it just says 'Serial Number 0.' I'm thinking that the issue is that it is not able to register the device without a valid serial number. I have a Kindle Fire Kids that has been having a lot of issues so I did a factor reset and during the process of setting it back up, I got a registration error.
